Open Settings, then go to Personalization > Themes and see if the installed themes are reflected in there. If not, try resetting the Windows Store cache. Click the Start menu, type wsreset and press Enter. Another fix is to go to Settings > App > Store > Advanced options > Reset then try downloading another theme.
