I use the qtqr application under Ubuntu 10.04 LTS. It can de downloaded from the Ubuntu Software Center. You can create a QR code by typing a text in the input field. An existing QR code can de scanned by your webcam by selecting “decode from webcam” or alternatively “decode from (image-) file”.
